PRESIDENT and CEO - Mr. Keith Sutton
Keith Sutton has been Syzygy’s President and CEO since its founding. He has over 22 years of DoD engineering and project management experience. He has specialized in providing software Test and Evaluation services for large scale Command and Control Systems, and is the current President of the San Diego International Test and Evaluation Association (ITEA) Chapter.
Mr. Sutton is an active member of the Institute of Electronic and Electrical Engineers (IEEE), the Armed Forces Communications and Electronics Association (AFCEA), and is a Director and past Treasurer of the San Diego National Defense Industrial Association (NDIA) Chapter. He is noted as a small business advocate and has sponsored and chaired several small business conferences.
Mr. Sutton earned an undergraduate degree in Electrical Engineering from Old Dominion University in 1983 and a Masters in Business Administration (MBA) from the University of San Diego in 1993. In 2005, Mr. Sutton was honored to be chosen as the Old Dominion University Alumni of the Year for the College of Engineering.

SENIOR MANAGEMENT
VICE PRESIDENT and CHIEF BUSINESS DEVELOPMENT OFFICER - Mr. Merv Cutler
Mr. Cutler has 20 years of experience with Navy, Marine Corps and Joint Service Control, Communications, Computers, and Intelligence (C4I) systems. He has provided direct engineering support to a number of programs including JMCIS, GCCS-M, NATO Partners For Peace, and FMS/DUSC, NATO MCCIS/GCCS-M integration, and JMCIS. Since Syzygy’s founding, he has been responsible for marketing initiatives and development of new business. He has extensive expertise in Command and Control software test and evaluation, first with Grumman Data Systems from 1989 to 1995, and then with Syzygy since 1996. His experience as an Air Controller in the Marine Corps and as a Navy C4I site engineer has provided him a unique perspective of operator requirements.
Mr. Cutler provides direct support to SPAWARSYSCOM NATO projects and to the GCCS-M shore site program at SPAWAR Systems Center, San Diego. He is a Director and Publicity Chairman of the San Diego NDIA Chapter. He actively supports a number of small business forums and the San Diego AFCEA Chapter.

ADMINISTRATION OFFICER - Mr. Al Crespo
Mr. Al Crespo is a founding partner of Syzygy Technologies and has an extensive 20+ year background in Navy and Joint Service C4ISR systems. As a Lead Engineer at Grumman Data Systems, Inc., San Diego, he provided systems engineering, software development and software testing services for a series of DoD systems including POST, JOTS, ACS, GALE Lite, and DbMaster. He also conducted an analysis of data provided by the TRE Related Applications Program. He has supported integration and testing of JMCIS, GCCS-M, GALE Lite, CUB, C1LCOLT, and other SIGINT related systems. He is an expert in Electronic Intelligence (ELINT) correlation analysis, tuning, and end-to-end testing of automated correlation and tracking systems. His naval service as a cryptologist and a ballistic missile fire control technician, and more recent experience with a wide range of command, control, and intelligence systems enable him to provide a broad spectrum of engineering support.

Chairman of the Board, VICE PRESIDENT and CHIEF INFORMATION/TECHNOLOGY OFFICER - Mr. Santos "Joe" Discar
Mr. Discar is Syzygy’s Chief of Administration and Finance, Vice President of Research and Development, and Chief Information Officer. He has over 20 years of Information Technology software development and project management experience. He has provided engineering services to a number of Navy and Joint Service Command and Control programs including JOTS, POST, JMCIS, GCCS-M, AITS-JPO, NCC, ACE, and Navy Wireless Project. For the past several years he has supported the SPAWAR Systems Center, San Diego Network Centric Computing (NCC), afloat wireless computing, and PACOM Advanced Coalition Environment (ACE) projects. He is the architect and developer of Syzygy’s Diskless Stateless Computer (DSC) initiative that provides network client computers which can easily be replaced, moved to a new security level, or enclave. At Grumman Data Systems from 1989 to 1995, he served as lead engineer of integration test and evaluation on federal command and control systems. His background in Army and Navy intelligence and Command and Control systems has enabled him to develop software and provide hardware and software integration DoD research and development programs.
Mr. Discar holds an Information Technology degree from the University of Phoenix, 2005.

CHIEF FINANCIAL OFFICER - Ms. Eileen Monzon Parkhurst
Ms. Parkhurst has managed Syzygy’s accounting department, compliance with DCAA requirements, and finances since 1998. She has over 20 years of experience in the accounting industry. She is responsible for invoicing, payroll, tax statements and payments, cost proposals, banking relationships, financial statistics, and budget forecasting. She has an exemplary record of coordinating Syzygy’s successful financial audits from the GSA, DCAA, banks, and insurance companies.
Ms. Parkhurst earned her undergraduate Bachelor of Science degree in Finance at San Diego State University and completed her Masters in Business Administration at the University of Phoenix. She is a current member of the Association of Government Accountants (AGA) and the National Contracts Management Association (NCMA).

SPAWAR SYSTEMS CENTER, SAN DIEGO DIRECTORY - Mr. Ray Smith
Mr. Smith is the Director of Operations for Syzygy Technologies, Inc. at SPAWAR Systems Center, San Diego. After twenty years of U.S. Navy military service, eighteen years Department of the Navy (DON) federal civil service, and four years C4ISR experience with other Navy defense contractors, in May 2000 he joined Syzygy. Mr. Smith has led his Directorate through four years of excellent growth.
Mr. Smith is a member of the Armed Forces Communications and Electronics Association (AFCEA) and the National Defense Industrial Association (NDIA).
Mr. Smith earned an undergraduate degree in Business Management from La Verne University in 1979 and a Masters in Business Administration (MBA) from Boston University in 1981. |
CONTRACTS OFFICER - Ms. Christine Powell
Ms. Powell is Syzygy’s contracts manager, and was previously the Human Resources Manager. She is responsible for managing contract requirements for Syzygy’s prime and subcontracts. She has over 15 years of experience in business, including eleven years working for the Federal Government during which time she was a member of the EEO Committee and was awarded a national award for her work in implementing new EEO Policies. Ms. Powell has also worked in the employee’s rights field as an Advocate for the Employee Rights Center of San Diego.
Ms. Powell is an active member of the Society for Human Resource Management. She has an undergraduate degree in Political Science from Point Loma Nazarene University, a Juris Doctor from Thomas Jefferson School of Law, and is currently pursuing an MBA in Human Resource Management from the University of Phoenix.
